Local authorities ‍in Liaoning Province have evacuated over 14,500 individuals in ‌response to an orange alert for rainstorms, the second-highest level. From 5 p.m. Thursday to ⁤6 a.m. Friday, the province experienced ⁤an accumulative precipitation of ‍up to 240.1 millimeters, with hourly precipitation⁣ reaching 55.3 millimeters.

As of 8 a.m. Friday,‌ the province had⁢ suspended 24 road transport routes and halted services ‌for 102 ships and 25 ferries due to heavy downpours. Additionally, nine rural highways ⁢faced disruptions in traffic, as reported by the⁣ provincial transportation department.

Measures⁣ for Railway ⁢Safety

Railway authorities in northeast China have implemented ‍precautionary measures, such as reducing train speeds, temporarily suspending services, and adjusting operating sections for passenger trains in areas prone to water hazards. These steps aim to ensure the safety of railway operations during the‌ heavy rainfall.

Floodwater Management

The Liaoning provincial ‍water ‌resources department has deployed task forces‌ to oversee the drainage‌ of floodwater from approximately 155,500 mu of farmland. More than 3,200 rescue teams and 128,000 individuals are on standby to address emergencies caused by the ongoing rainfall.

Local Response and Impacts

Across Liaoning, 11 cities and 70 county-level areas have activated emergency responses to flooding. The provincial capital, Shenyang, raised ⁢its emergency response to Level II, the second-highest level, in the face of heavy downpours.

Shenyang experienced‌ its heaviest rainfall since records ‌began in 1951, ⁣with an average precipitation of​ 124.5 millimeters by 9 a.m. Friday. The city’s meteorological ⁣bureau attributed the intensity of‍ the downpours to moisture from Typhoon Gaemi’s peripheral currents.

Effects on Daily Life

The heavy rainfall prompted the closure of schools, educational institutions, and cultural venues in Shenyang for a day. Urban waterlogging in the city’s⁣ Hunnan District resulted in the removal of 210 trapped vehicles and the drainage ⁢of over 2,000 cubic meters ⁣of water.

In neighboring Jilin Province, two rescuers, including a vice mayor of Linjiang City, remain missing following mountain torrents triggered by the heavy rainfall.
