The country has ‍faced⁤ challenges in regulating⁤ new forms of transportation,⁣ as ⁢evidenced by a sharp increase in traffic violations involving​ electric⁢ scooters following the relaxation of restrictions in July⁤ 2023.‍ The⁤ National Police Agency reported a ‌fourfold surge in‌ violations, as individuals over the age of 16 can now ride electric⁣ scooters​ without⁣ a driver’s license, ​leading to their widespread ‍use in major cities ‍like‌ Tokyo.
